Cet article vise à mieux cerner l’accompagnement d’un Système Productif Local et l’émergence d’un acteur collectif territorial constitué d’acteurs économiques (entreprises du réseau, clients, fournisseurs…), institutionnels (collectivités territoriales, Etat …) et sociaux (syndicats…). Son identification à travers ses attentes et questionnements souligne les difficultés de l’action collective, notamment la mobilisation des acteurs publics, souvent diluée et assujettie à des jeux politiques.

The object of this paper is better to determine the modes of accompaniment of a local productive system and the emergence of a territorial collective actor made up of actors economics (network’s firms, customers, suppliers…), institutional (local authorities, State …) and social (trade unions…).The identification of this actor through his waitings and questionings underlines the difficulties of the collective action in particular that of the mobilization of the public actors often diluted and liable for important political plays.
